Former Minister for Railway Development, Joe Ghartey, has been invited by the National Intelligence Bureau (NIB) for questioning regarding the controversial Ghana Sky Train project.

According to sources, Joe Ghartey, who served as Minister from 2017 to 2021, is being questioned as part of ongoing investigations into the feasibility and financial dealings of the ambitious urban railway initiative.
This development follows earlier reports that other key officials linked to the project have also been interrogated by the NIB.
Background on the Ghana Sky Train Project
The Ghana Sky Train project, first announced in 2018, aimed to address urban traffic congestion in Accra through a state-of-the-art elevated railway system. Under Joe Ghartey’s leadership, Ghana signed a concession agreement with Africa Investment (Ai) Sky Train Consortium in 2019, with an estimated project cost of $3 billion. However, the project never materialized, raising concerns over feasibility and financing.

In 2022, the Ghana Infrastructure Investment Fund (GIIF), a state entity, revealed that it had invested $2 million in the project but had not realized any returns. Additionally, the Auditor-General’s report flagged this expenditure, leading to increased public scrutiny.
Legal and Financial Scrutiny
Ghartey’s invitation by the NIB adds to the growing list of officials being questioned over the stalled project. While it remains uncertain whether the investigations will result in legal actions, authorities are reportedly examining key financial transactions and decision-making processes tied to the project.

Joe Ghartey, who is also a former Attorney General and Member of Parliament, has not yet publicly commented on his invitation by the NIB.
